There was a time limit, essentially the beginning of a new legislative day, in which the first order of business was a prayer.

So Cruz was cut off by Senate rules that start a new day with a prayer.

The filibuster-as-speech is over.

So why was a time-limit agreed to? Why wasn’t a REAL filibuster initiated, instead of the kind of “filibuster” that Ham-handed Harry agrees to?
