The 14th Amendment establishes who is a native born citizen and does nothing with respect to natural born citizenship. Natural born citizenship is a subset of a native born citizen. All persons born within the territorial limits of the U.S. are native born. Most, but not all, persons born within the territorial limits of the U.S. are native born citizens. Most, but not all, native born citizens are natural born citizens of the U.S.

Obama's Hawai'i COLB proves he's native born, but does nothing to prove his natural born citizenship status. To determine Obama's natural born citizenship status, a careful examination of his immigration records on file with DHS will have to take place.
