No It's not a slam dunk on who did this atrocity. It is hard to believe that the man who is parading the small child around without her head really cares what happened to the child. Of course they are not going to have knives and guns when they are taking the video for propaganda purposes.
The guy is evidently saying that the Syrians did this, but as the site points out, this girl child is wearing Western clothes not Muslim clothes.
Just his lack of respect for the child is enough to make me believe that the site is right and the rebels are using the child for propaganda purposes. It is similar to the video that shows a couple pulling up to a group of men. They get out of the front seat and then one of the men pulls a child from the floor of the back seat of the car and parades the child around and claims it is a victim of the chemical attack. What couple puts their child in the back of a car on the floor to be removed by a man in the crowd to parade around as a victim.

That's why I said we don't know who is doing what to who. And I don't believe Obama when he says he has proof, it's the Syrians. He said it was a video that provoked Benghazi and we know that's a boldface lie his whole administration put forth.
I agree with UCANSEE2, this is a completely misleading thread. In no way can this video be said to show Muslims gloating over a beheaded Christian child. I have no time for the Syrian rebels but that is no reason to post up inaccurate propaganda.
The video shows a group distraut men, obviously Muslims but not apparently members of an armed organisation weeping and lamenting a large number of dead adults and children. One of the children, a little girl has had her head removed but it strikes me that the victims have been killed by some sort of explosion or other attack.
It is by no means certain who carried out the attack that killed the victims, Syrian army or rebels it is not clear.
The men are angry, they are enraged, they are weeping but they are NOT gloating over the beheading of a little girl, who almost certainly is Muslim herself.
