The President telephoned Speaker Boehner and told him again that the full faith and credit of the United States should not and will not be subject to negotiation, the official said in a statement provided to POLITICO. The President reiterated that it is the constitutional responsibility of the US Congress to pass the nations budget and pay the nations bills.
So what's the problem?
We stop borrowing and start paying down the debt ... "paying down the nation's bills"

It’s not their responsiblity to borrow more money to create more bills that will require borrowing more money to not pay either. I wish Boehner had a pair but we know better. John will cave again. No surprise here.

It is the House's responsibility to determine the bills. Last in, first out when you're short of cash.
You don't just keep borrowing beyond your means.
