It’s pretty simple — any Republican who votes for cloture is voting to fund Obamacare.

If the Republicans can stop cloture in the Senate, it seems to me the House Republicans could then vote on bills to fund specifics, (Defense, Social Security, etc...) and dare the Senate Democrats to vote against specific funding bills.

If the Republicans in the House and Senate work together, this is doable.
