Targeted “Childrens’ Day” event. Plenty of expat kids and parents present. U.S. Embassy generally likes to “fly the flag” at such events. Waiting to hear if any American diplomats and their kids were there. Most likely they were.

Our oldest daughter went to 6th grade at a school near there, but way before this wall was built.
Back then, Kenya was a reasonably nice place to live.
Not any more.
