I smell something fishy.
I will point this out...having lived in DC for a couple of years. There is a tremendous amount of competition and distrust among all of the various law enforcement ‘players’. The police of the District....not the capital police...have a chief that almost all of the top members hate and dislike....mostly because she was recruited and hired from outside of the city system. Any emergency? There’s at least a dozen different law enforcement folks who show up, and each claiming to be in charge of the situation.
Two years ago, Homeland Security woke up and realized that they had an entire building of folks who had authorized each and everyone of themselves....a leased car. The pitch to get the car was that each would show up at some emergency quickly. Course, you can imagine four hundred folks driving to some episode, and each having to search for hours and hours....a parking spot.
It’s a comedy event to watch any emergency occur in DC, and how everyone claims they are there to save the residents...but fight over control and get full credit in the end.
