Nonsense. It's long-settled law that a business can't sell you one thing (access to the Internet sites of your choice) and deliver something else (access to the Internet sites of their choice).

Except that law doesn't apply to the Fedgov and those who pay for it.
I have been stung a few times. Contracts aren't as golden as they used to be.
