I recall instances during riots when the national guard was called out some time ago. They too had rifles at the ready but no ammo.
If the present recumbent of the WH, the gay community organizer from God knows where, were not the CiC, an order would have gone out to all Armed Forces by now to be ... well ... you know ...armed.
