At this point it is a local crime to be handled by local police. We do not want to make a Federal case out of every shooting incident.
If later evidence and investigation indicate that this has interstate and/or international connections, then get the Feds in on it.
Do we really want all of the Fed alphabet agency SWAT teams running around terrorizing the neighborhood like they did in Boston? After the outcry from that, the Gestapo wanna-bes moved their practice sessions to a remote Alaskan village trying to avoid the limelight.
