The Washington Navy Yard once served as the center for naval ordnance research and production and is significant for its role in the development of the U.S. Navy. Constructed during 1939-1940, this building was associated with ordnance assembly during World War II. The shooting is reported to have occurred at about 8:20 a.m. on the fourth floor at the headquarters of the Naval Sea Systems Command on Isaac Hull Avenue on the grounds of the historic Navy Yard (Building 197). Building 197 houses the Naval Sea Systems Command.
The Naval Sea Systems Command (NAVSEA) is the largest of the U.S. Navys five systems commands, or materiel (military materials and equipment) organizations. NAVSEA consists of four shipyards, nine warfare centers (two undersea and seven surface), four major shipbuilding locations and the NAVSEA headquarters, located at the Washington Navy Yard, in Washington D.C.
Washington Navy Yard is about 1.6 miles from the U.S. Capitol.

NAVSEA moved to the navy yard from Crystal City in the 1990’s as part of a plan to reduce leased space. Of course Crystal City just filled up with other fed offices and contractors.
