About NAVSEA

The Naval Sea Systems Command is comprised of command staff, headquarters directorates, affiliated Program Executive Offices (PEOs)
and numerous field activities. Together, we engineer, build, buy and maintain ships, submarines and combat systems that meet the Fleet’s
current and future operational requirements.

Naval Sea Systems Command (NAVSEA) is the largest of the Navy’s five system commands. With a fiscal year budget of nearly $30 billion,
NAVSEA accounts for one quarter of the Navy’s entire budget.

With a force of 60,000 civilian, military and contract support personnel, NAVSEA engineers, builds, buys and maintains the Navy’s ships and
submarines and their combat systems.

To accomplish this, NAVSEA manages 150 acquisition programs and manages foreign military sales cases that include billions of dollars in
annual military sales to partner nations.

The origin of NAVSEA dates to 1794, when Commodore John Barry was charged to oversee the construction of a 44-gun frigate and ensure
that all business “harmonized and conformed” to the public’s interest.

Today, the NAVSEA organization has 33 activities in 16 states. NAVSEA strives to be an efficient provider of defense resources for the
nation, and it plays an important role in the Navy Enterprise. As a Provider Command, it has the responsibility of directing resource
sponsors into the proper mix of manpower and resources to properly equip the fleet.

NAVSEA has the further responsibility of establishing and enforcing technical authority in combat system design and operation. These
technical standards use the organization’s technical expertise to ensure systems are engineered effectively, and that they operate safely
and reliably.

Vice Adm. William H. Hilarides
Commander, Naval Sea Systems Command

Vice Admiral Hilarides became the 43rd Commander of Naval Sea Systems Command (NAVSEA) on June 7, 2013. As NAVSEA Commander, he oversees a global workforce of more than 56,000 military and civilian personnel responsible for the development, delivery and maintenance of the Navy’s ships, submarines, and systems.

Raised in Chicago, Vice Admiral Hilarides graduated from the U.S. Naval Academy in 1981 with a Bachelor of Science degree in Physics. After graduation, he served as master of the Naval Academy Sailing Squadron sloop Avenger, competing in numerous offshore racing events.

Prior to command, he served at sea aboard USS Pargo (SSN 650), USS Gurnard (SSN 662) and USS Maryland (SSBN 738), deploying to the North Atlantic, Mediterranean, Arctic and Western Pacific, as well as conducting several strategic deterrent patrols. Ashore, he served on the staff of Commander Submarine Force, U.S. Atlantic Fleet; Bureau of Naval Personnel; Joint Staff; and the Staff of the Chief of Naval Operations.

William J. Deligne
Executive Director, Naval Sea Systems Command

Mr. Deligne, a member of the Senior Executive Service since 2007, is currently the Executive Director of the Naval Sea Systems Command (NAVSEA). NAVSEA is an Echelon II Command responsible for the technical authority, development, acquisition, and lifecycle support of U.S. Navy Ships and Integrated Warfare Systems. In this position Mr. Deligne serves as the senior civilian official responsible for leading and directing daily business operations for the Command. His duties also include development and execution of long term strategies required by NAVSEA to effectively execute its mission while adapting to changing landscapes.

Rear Adm. (Select) Thomas J. Kearney
Vice Commander, Naval Sea Systems Command

Rear Adm. (Select) Kearney grew up in Dover, New Jersey and enlisted in the Navy in 1978. He was commissioned via the Villanova University Navy ROTC program in 1984 with a Bachelor of Science Degree in Mechanical Engineering. Additionally, he holds a Master’s Degree in Political Science (International Relations) from Villanova University and is certified as a Level III Program Manager from the Defense Acquisition University.

Prior to command, his sea tours included assignments as a Division Officer and Navigation Department Head aboard USS New York City (SSN 696); Engineer Officer aboard USS Henry L. Stimsom (SSBN 655 Gold), and Executive Officer aboard USS Helena (SSN 725), where he conducted deployments and patrols to both the North Atlantic and Western Pacific.

CMDCM(AW/SW) Evelyn “Vonn” Banks
Command Master Chief, Naval Sea Systems Command

Master Chief Evelyn P. Banks is assigned as the Command Master Chief for Naval Sea Systems Command
(NAVSEA) located in Washington, DC.

Master Chief Banks is a native of Memphis, TN and honor graduate of Byhalia High School, Byhalia, Mississippi.

Mindful of the privilege to serve her fellow Americans, she enlisted in the United States Navy on January 28, 1984. Upon completion of Recruit Training, Orlando, FL, she was assigned to USS SAMUEL GOMPERS (AD 37).

During this tour, she attended Mess Management Specialist “A” School and graduated with honors.
