NYC has more than its share of them. I worked in Midtown for years, before leaving for PA and starting our large Family Farm Business (closed 11/1/11).

Let me get this straight. An unarmed person acts “erratically” in Times Square waving his arms around. The NYPD response is to shoot at him in an area with hundreds of people milling around. Oh that's the ticket. The NYPD apparently trains its officers well in how to make command decisions
The stupid burns and will hurt the NYPD and NY. Those two women, after they recover, will get to retire early. Ka—Ching. This reminds me of the two newspaper ladies who the LAPD lit up when they were looking for Chris Dorner.
This video and others of the incident will be come a internet meme for gross incompetence just like the “This here is a Glock For-tay an I am the only person in this room qualified to handle it BLAM!! “

Probably because no veteran want to put up with the crap that goes on and it is probably a good way to train a rookie....but you got to put them with a veteran...to show them the ropes... and how to keep their finger off the trigger...
