The underlying systems in Obamacare are struggling with unfathomable complexity. The problem is, complex systems cannot be built from scratch. They NEVER work this way. (Refer to The Systems Bible by John Gall.)
It takes decades of incremental and modular growth to build functioning systems, but even then they become a maintenance nightmare.
Even upgrading existing complex systems is a daunting challenge. The IRS has made several attempts to modernize its systems that were spectacular failures. And this was just a matter of converting existing complex systems to use more modern code.
Aside from the issues of security vulnerabilites, which will be endless, this is going to be the mother of all train wrecks.
