No. This was a multifaceted plan to maintain logistical stores of food in remote locations, train a national militia, maintain a vital pastoral cohort, and to train and empower the poor. All of that was incorporated in that one verse. It is amazing. In fact, it is the key to understanding much of the Sermon on the Mount and the parables of Matthew 25.
I suppose an agricultural people wouldn’t just be sitting on their hands throughout an entire year of no work.
