The decision was made shortly after the administration concluded that the Assad government used chemical weapons on opposition forces, thus crossing the ‘red line’ drew by Obama earlier in 2012. The arms will include small arms and ammunition, and possibly anti-tank weapons...”
Apparently the decision was made last June. The article goes on to state that CIA-trained people have been inserted into the conflict.

They’re making this prominent disclosure simply in order to imply that they HAVE NOT been supplying ALL KINDS OF BAD STUFF to the “rebels” for QUITE SOME TIME already.
