Senators on Wednesday tried to write a tight resolution authorizing President Obama to strike Syria under very specific circumstances, but analysts and lawmakers said the language still has plenty of holes the White House could use to expand military action well beyond what Congress appears to intend.
Wiggle room? Plenty of that, said Louis Fisher, scholar in residence at the Constitution Project and former long-time expert for the Congressional Research Service on separation of powers issues.

This is such a disaster. Either there is a vote to do it or not. The Congress and Senate have NO business dictating details to the military. Horrible, horrible, horrible. The congress gives permission and the CIC and military choose the how, when and where.
With the help of 3 Republican accomplices!
He doesn’t even need Congressional approval for a conflict of less than 45 days. But what IS becoming clear is that Assad is getting plenty of time to move key assets out of harms way and make a bombing campaign as ineffective as the one against Serbia.
Once congress gives approval for missiles the congress cant tell the president “how” to wage war. The President will be free to put boots on the ground no matter what. The American people need to know that.

Amen!

No one with a modicum of sense actually expects honesty, sincerity and truthfulness from anything the senate or congress does.
Subterfuge, double dealing, oily weasle words and blatant lies are their stock in trade.
The greatest part of their efforts are spent in trying to cover up the true content of the underhanded, self serving bills they pass.
Thank you! I tweeted it out.
f'em all.
He still want's some republicans on board however; this isn't going to end well and he'll need someone to blame.
Congress does not have the Constitutional right to dictate how the war will be conducted. No resolution is binding on the
commander in Chief as to how the war will be conducted.
The war is authorized or not authorized. That is the extent of congressional power. All the bickering and debate is meaningless
Islam made a declaration of war on the US over 20 years ago.
