Because they know the vast majority of low income voters with no or limited health insurance are going to get a big cost reduction or free health insurance.
Once the folks get that federal benefit they will never give it up and they will only vote for politicians who pledge to keep the program...the name of the game is enrollment.
There are only two ways to save this country. One, be better at voter fraud than the communists. And, two....well, you know.
