He may have “meant” that, sure that’s quite possible. But can’t we expect the POTUS to be able to articulate PERFECTLY when he is speaking on the world stage about mounting an act of war against another country? Is it too much to ask that after he speaks, we don’t have to intrepret what he “meant” to say?
