As Ted Cruz commented,he is glad the President has decided to come to Congress to ask for approval,but the decision by Congress will be based not on international norms,but on the Constitutions authority granted to Congress to declare War based on the fact that there is an imminent threat of attack against the United States.
The “imminent threat” does not exist UNTIL Zero goes in without authorization. He’s provoking an attack!
