So he will wait for Congress to return in 10 days so he can blame them for delays and the more deaths that happen in the interim.

I say let them kill each other... Had he used WMD on another country it would be different...He hopes congress votes no...if they vote yes Obama will blame them when things go wrong...they made me do it...
