Syria never had their own program. Whatever Saddam did or did not provide them, the Russians did.
CW- it’s not exactly rocket science to set up a lab and import scientists from Germany France Russia Pakistan China North Korea or wherever- and produce lethal agents. Think any of them hate the US and/or Israel?
CW delivery can be quite primitive - has been done by one of Syria’s allies by simply rolling barrels out the back of a C-130
but whatever, Syria has SCUDs artillery and an air force
Making CW is only a step beyond making pesticides or even fertilizer- in fact they probably got world bank development money to do it
