Most of those Garands used by ROTC programs are demilled with plugged barrels, and used for drill & ceremonies. The .30 is no longer used as it is not a NATO round.
At least senior ROTC trains with M-16s. Mostly blanks, but they also launch bullets at ranges. Really lousy with d&c however. Major senior ROTC programs even train with belt fed 7.62 machine guns. I don’t know if they still have M203s, M-16 with 40mm grenade launchers.

In short, it's a way of bypassing certain regulations regarding title 2 weapons (full autos, silencers, destructive devices) and enabling more than one person to possess them.
