Well, seeing that the adoption-rate for wild horses probably approaches 1%, I suppose the government could shoot for an adoption-rate of 0.01% for tortoises.
Seeing that a tortoise isn’t a horse and doesn’t even eat for 5 months out of the year, more people might be inclined to own one.
