Interesting wording there, considering that we didn't so much as raise an eyebrow when the Syrian rebels, including one group controlled by Al Qaeda, captured a military base where Assad was rumored to have a stockpile of Sarin gas.
Wouldn't that qualify as allowing "those weapons" to "transfer.....to terrorists"?
The only thing that matters is the Obama Doctrine: the unilateral use of military force to preserve the credibility of the Commander-in-Chief.
