Right, the opposite makes sense: Rebels do it from captured munitions, get the USA to help overthrow Assad and bango, they’re in!

Piece of cake. In WWI most of the chemical munitions were delivered by artillery. The MB/AQ in Syria have that and rocket launchers. Then all it takes is projectiles that can disperse the agents.
