It would seem that if they were announcing military action, it would either be Obama or Hagel. State Department would not normally be involved in announcing acts of war.
But with this group, who knows. My guess is this is another sternly worded warning.

While he is at it, Kerry might as well release the target list and schedule the bombing for tomorrow at noon.
