As his employer, the city of San Diego is responsible for Filner’s actions while he was/is mayor. So the city will be picking up his legal fees because it is responsible. It has the right to go after him for reimbursement but I doubt that will happen. We’ll see.

I'm sorry, he was NOT employed. He was elected. Somewhere along the line, this distinction has been perverted, where someone who is voted out of office can gain unemployment benefits, vacation, retirement... And at some point, these creatures stopped serving the people. I do not think these two things are unrelated.
