When the Bushes took action such as this, they did so following a UN resolution mandating the action - Bush 43 waited 12 years as the UN dithered. He also kept Congress apprised.

When the Bushes took action such as this, they did so following a UN resolution mandating the action...Correct, and the important point is that UN sanction made the use of force legal under international law and NOT an act of war.
An act of war grants immense latitude in response by the aggrieved nation, and isolates the attacker from the support of all other nations.
