Maybe not urban street monkeys; mostly more like children failed by an extreme lack of parenting.
Many bad things regarding parents can lead to this.
Kids don’t start off poop, they are sent down that path IMO due to parents.

You need to work in a store in downtown Memphis, Orange Mound or Chelsea Blvd. preferably. You will see that the parenting was a minuscule part of the entire equation.
Children are born as wild and viscious animals. The parrents and society are to tame them and enculturate them. Too many parents, by neglect or through design are releasing total savages on the rest of us. The life givers and the off spring need to be put down.
