Having worked with a peu for years and knowing what I know about most gov’t workers, I have to laugh at the “turning down higher-paying jobs” bit. Janitors and cafeteria workers with no other skills making more wages and benefits than some college educated private workers.

When Coleman Young became the first black mayor of Detroit, he instituted a policy that no white person could open a business within the Detroit city limits. Guess what? Whites took their businesses elsewhere, mostly surrounding the Detroit suburbs. Hence, the fix was in and the blight began.
He served as mayor for five terms. So, five terms of no new businesses also meant at least 5 to 50 people were not hired per business.
It is high time we blame who was really responsible for the beginning of the decay.

Looks like there will be outside oversight of the money this time.
The city receives about $290 million annually in 71 different grants from community development block grants to Justice Department funding for police. Nowling noted the city at various times has misspent grant funding or been out of compliance with grant requirements. The group also would help ensure the city is in compliance with all grant requirements.

Apparently its grant season. I see Lansing is getting some $3 million for "revitalization". I suspect that a little research would show several hundred million going out to cities all across the country.
