The writer simply suggests another form of Federal social engineering that differs from Obama's. The Constitution envisions a Government that protects the sanctity of contracts, the measures used in commerce & laws, which do not seek to change the results of legitimate private actions. It does not authorize relocating the citizens of the several States, in socio/economic projects.

But the real point is that the writer is naive, assuming that Obama wants to actually use Government to help people. I would suggest that Obama's going after the 1%--any one percent--is motivated by the same tactical consideration that led Marx and later Hitler to go after the approximate 1% of the German population that were Jewish--that is, Marx's recommendation to blame a single group for all societal woes, as a tactic for rallying the masses. What Obama has been doing, is what Robespierre did for the Jacobins, Marx & Lenin for the Communists & Hitler for the Nazis, playing the Blame & Envy Game.

Only scoundrels & demagogues ever benefit from the tactic, of course; but as long as the tactic works, you can expect the demagogues & scoundrels to step forward & engage in it.
