Is the Nat Act of 1790 still in force?

Naturalization rules apply to natural born Citizens?Technically, the Founders and their contemporaries were not natural born citizens. The United States did not exist when they were born.

It was repealed (replaced) in order to update and clarify the will of Congress with regards to their Constitutionally enumerated power to define the rules of naturalization.
