Why not try? An immediate adjustment of pay and benefits to levels commensurate with the private sector would lower costs, and reduce the headcount as folks would have a reason to become part of actual productive tax-paying enterprises (if they can) as opposed to an active disincentive to do so now.
Yeah, I know it will never happen, but you don’t fix a problem by refusing to solve it. It’s the same with Social Security, Medicaid, pensions of all sorts - if the money isn’t there, adjust immediately, and let everyone reap the benefits of poor management, economic downturns, and other “bad luck” quickly.
