After reading the story in its entirety all so can say is that the journalist who wrote the story did a horrible job. He obviously ommitted many key facts about where it happened, the events that led to it, what it was about, etc...its almost as if the journalist was drunk or high when he wrote it. The article jumps all over the place without any context. I’m guessing the officers were in a bar, might have had a little too much to drink and someone offended the other and somone dropped the N word.

It's hard to rigidly adhere to the, "who, what, when, where, why and how," of a story when the facts conflict with the story you want to be true.

Just reading the excerpt I got lost. It does ramble and jump around. I wish reporters would just report the facts in a clear and concise report.
