Only about one-third of students from grades 3-8 passed the new math and reading proficiency tests, down from nearly a two-thirds in 2012. The new tests are more closely aligned to academic standards adopted by nearly every other state, but critics say children weren't properly prepared to the roll out.
New York students struck out on tougher math and reading exams, posting a giant drop in scores on the high-stakes tests that were just as dire as education officials predicted.
Only 31% of New York State students in grades 3 to 8 passed the 2013 math and reading tests, down from 55% in English and 65% in math in 2012 on easier tests.
Just under 30% of New York City students met state math standards and 26% passed the new reading exams a drop of about half from last years scores.
For minority groups, the decline was even more drastic.

Next time they will be given the answers ahead of time and the test will be made easier.
According to the 2010 census, the city's population was 43.7% White, 41.7% Black or African American (38.8% non-Hispanic Black or African American alone), 0.5% American Indian and Alaska Native, 3.1% Asian, 0.0% Native Hawaiian and Other Pacific Islander, 6.6% from some other race and 4.4% from two or more races. 16.4% of the total population were Hispanic or Latino of any race, mostly made up of Puerto Ricans. Non-Hispanic Whites were 37.6% of the population in 2010, compared to 80.2% in 1970.

Looks like NY is going to remain blue for a long time to come.
If you change the exam and scores drop, that seems to be a pretty good sign that you’ve been teaching the test. If your students actually learned what they were supposed to be learning, they’d have no difficulty passing the test no matter who wrote it.

That does not explain why only 5% passed the exam. Even parts of NYC did better.
Does anyone have a link to samples of the actual tests? Without seeing the substance of the tests, these results have limited value. The example in the article of the essay on wind tunnels is interesting but of limited value without the actual questions. Illustrative math questions would also be useful.
Finally, I would dearly like to see the results of all the NY State teachers on these same tests. Successfully completing them should be part of any recertification or relicensing program.
NYC has different demographics. The city’s population in 2010 was 44% white (33.3% non-Hispanic white), 25.5% black (23% non-Hispanic black), 0.7% Native American and 12.7% Asian.

Much less considering the cost of implementation, which is way too expensive and without knowing the positive results, if any. Common Core bought into by 45 states and now observing how quickly some are beginning to back out when the public is now aware of cost, and the way the program was introduced, through the governors conference rather than state legislatures.
Want something done in today’s world just bypass the elected representatives of the people and Shazam done deal.
Asians are a minority and they did better than whites.
