The Obama administration, teachers unions and some Republicans are joining forces to gut core provisions of the education law that was one of the Bush administration's crowning achievements.
...No Child Left Behind, which began in 2002, focused on the low performance of African-American and Hispanic students. It required that all students, no matter their race or ethnicity, reach proficiency by 2014. Since minority students had the longest road to travel, schools placed special emphasis on their instruction, and measured the quality of their instruction by ascertaining their performance on standardized tests. ..
"We can meet high-standards without forcing teachers and students to spend most of the year preparing for a single high-stakes test," candidate Obama insisted.
During the Clinton-Bush era (1999 to 2008), white 9-year-olds gained 11 points in math, African-American student performance rose by 13 points and Hispanic student performance leaped by 21 points. In reading, the gains by white 9-year-olds went up seven points, black performance jumped by 18 points and Hispanic student achievement climbed 14 points.
Those remarkable gains came to an end after the Obama administration took charge. Between 2008-12, gains by African-Americans at age 9 were just two points in each subject, while Hispanics gained one point in reading and nothing in math. Whites gained one point in reading and two points in math.

Yesterday I surveyed a cargo bound for Liberia. All those loading the container were black....... I mean really black. They are part of a Liberian community in nearby Johnson City Tennessee. They have an extended family business involved in shipping things back to Liberia.
There is a huge demand for used clothing, shoes, trucks, tires and all sorts of stuff we no longer need. The elder told me they have a community of about 300 that varies as some go back to the cities (Baltimore) and others filter in to Tennessee. They don’t like the big city.
The fled the civil war and one 30 something told me he would be dead if there now even though the war is over and things are stabilizing. His wife, a tiny woman, has mastered Excel and is struggling to handle the export documentation and the freight forwarder.
The semidriver, a fiftyish black man, came in to see how things were going. His jaw didn’t drop but he was clearly awed by their presence. They were 12 men, lean and muscular, having a great time loading the container. They were jabbering rapidly is what ever language they speak in Liberia. They all had on shorts and T shirts or tank tops and sandals or athletic shoes. One was barefoot. He took everything in. They were black, darker than him and yet very very different.
Te driver by the way is an entrepreneur. He and his brother own tractors and haul containers from Charleston to where ever.
There were two boys, 17 or so. They were stylish. One exhibited red briefs with green jeans fastened way way down. The other exhibited brightly colored boxers but his jeans were not so far down.
They have established a colony and the two boys aside are very different from what we talk about as Amish. No, I don’t know if they are Christian. I asked the elder if the war was religious (like Nigeria) or tribal. He said neither. It was all about corruption. They got tired of the oppression of the corrupt leaders and got rid of them.
It was a truly interesting morning
I do not doubt your experience. I know some people in their mid-thirties whose parents immigrated from Haiti. They are highly intelligent, successful in jobs which require real college degrees, (scientific, not made-up social degrees), enjoy stable, long-term marriages, and seem to have no interest in “black” culture.
Culture is everything.
I know some Liberians; they are good, conscientious workers. We were fortunate in having the “city Liberians” come here when the “country Liberians” won the war; the former were educated, often descended from the returning slaves from America, while the latter were fairly unrefined (to put it mildly). One source of tension was that “city Liberians” mistreated “country Liberians”, educating them only to the point where they could serve them.
Haitians in my area are hard-working people with intact families; remind me of the “Hey Mon” (I know they were Jamaicans) from the old “In Living Color” skits. I remember the father asking a mother of a newborn how many jobs her baby had, and when she replied that he didn’t work the father went on about how he had five jobs when he was that age...

You’re welcome; if you do I hope you enjoy it as much as I do. Without some of that interaction one could easily assume “cultural issues” are “racial issues”. I was glad to work with them; they put many black (and white) American co-workers to shame.
