She doesn't have that authority. Jarrett is merely the designated scapegoat. Cross-border authority comes from the President. She's not even in the chain of command. Had she attempted to issue such an order on her own volition, military authority would have advised her accordingly.

It’s the way the game has always been played in Washington. The Big Guy always has plenty of people willing to throw themselves on their own swords when the time comes. And, military authority knows that the sure way to commit career suicide is to accept orders from anyone outside the chain of command. I’ve had the “do you know who I am?” line tossed at me countless times from political appointees during my stint in D.C. My response was always “Yes. I do. Come back with something in writing from your boss.”

You can bet the farm, this was a wink-and-a-nod, CYA memo, followed immediately by by one forbidding any cooperation with congressional committes, under the subject line, DISREGARD PREVIOUS MEMO!

Besides, it makes no difference WHAT Brennan said to them, if all the while, the NSA was polygraphing them, relocating them and forcing new identities upon them.

That's known as "delegated authority," designating Jarrett as "Plenipotentiary." As such, it must be fully detailed in official memoranda, to department heads throughout the government. Otherwise, she has no authority. Until I see the memoranda, Obama gave the orders. Jarrett is merely taking the fall.
