My guess they are building it for regional expansion/patrolling purposes. A land invasion move by sea on the U.S. would come in huge volume and fast in the disguise of cargo to points south of the US. The empty cities? Built for Chinese possibly eventually military and new upper class to be formed later. The current sweat shop factories and slums? New home of conquered slaves for domestic use.
