My take from this piece is that the people of Detroit voted for these leaders time and again, over decades. Detroit essentially is in this shape now because of past actions taken by these leaders.

I agree with your take on this piece. Democracy does not guarantee freedom. The people of Detroit, by consistently voting in a government which does not fix the problems, have voted to devour the host and the host has left the building. Bing and Archer may have been better than some, but the city council ....
