Someone is lying is my take on this.
That’s why they were so anxious to muster him out into retirement before he could testify, and even misrepresented his retirement date. (Probably on terminal leave.)
“He didn’t want to have to lie, so they pretended he retired” is my take on this.
IMO, wherever the Ambassador is, that IS where the embassy is.
