Doesn't matter what kind of bill the House passes. Once it's in conference the Senate will gut it and put in anything they want and deem it passed.

The House must not pass an immigration bill.

Not exactly how it works. If the Senate changes anything in the House bill, the House has to vote on the changed bill. The Senate can’t just change the House bill and “deem it passed.”
