We never sent them money, no checks, nothing like that.
We have FMS funds that are in the fed bank and these funds are used in the US only, to purchase US military gear to be delivered to the Egyptian military. The source selection is run by the US military, the contract is between the US government and the US contractor and all funds are managed by US military program managers (SAPMs) and accounting is done my US military accountants/finance personnel.
Not a dime ends up in the pocket of the Egyptians.
Some of it ended up in my pocket back in the day.
I supplied materials to an American contractor constructing facilities for the Egyptian Air Force.
