squad who are cleaning up the city while lining their own pockets and collaborating with terrorists.
Someone exposes him, and he must battle the Direct Action squad for his life, and clear his name,
until he gives his testimony while breaking in a rookie partner (Shannon).

A retiring captain of a Soviet submarine (Harris) is commissioned by his boss (Henriksen) to take
his old boat to her final resting place. Our first clue that all is not well was that Henriksen killed
himself as the sub was leaving the harbor. Once aboard with his crew, the captain finds that there
are some radical KGB staff who are experimenting with a kind of cloaking device for their subs.
The chief KGB officer (Duchovny) butts heads with the captain and finally reveals that he wants to
start WWIII between the USA and China with the sub's nuclear warhead while keeping the USSR
out of it. Based on a true story.
