It was Bill Clinton who made ppl medicare eligible to pay into medicare if we wanted to use military facilities..prior to that we did not pay into medicare... if we were medicare eligible we used tri care for life, or paid the fee for tri care. it never end for screwing our military. The Founding States made the Constitution’s Clause 2 of Article 7 to clarify the following. Congress can override presidential vetos with 2/3 majority consent of each House of Congress. So if Congress claims that Obama gave Congress “no choice” but to raise health care premiums for military personnel, then Congress is arguably not concerned about the best interests of the troops.
