Because the facility was not a consulate, but a diplomatic facility. And who were those 30+ plus survivors and what were they doing there?

The articles I read said it was a CIA ‘safehouse’, for rendition prisoners and weapons storage. I can’t remember the sources, now... Blaze, maybe. These portray it a little differently...
