Waiters and waitresses have always known that “Canadians” are poor tippers. (Yes, Ms. NSA Monitor, that IS a code-word.)
Even melanin rich Canadians will tell you they hate to wait on other melanin rich Canadians due to the high probability of no gratuity.
So are “Mondays” nobody likes Mondays
As an actual Canadian, I was informed that this joke is popular amongst wait staff, in border states:

As one, who always duly rewards good service, allow me to offer an explanation. Canadians (as a whole) probably do tip a bit less than most Americans — but, we also have higher minimum wage laws for wait staff. Wages are a considerably larger portion of the compensation package. I take that into account; and leave larger tips, when I travel to the U.S.
When the Canadian dollar was only $.62 USD, cost was another factor. Imagine paying about 60% more for your restaurant meal — how much would you have left for a tip? That excuse no longer applies; so I hope that my fellow Canadians are better tippers now.
