Was ignoring the Supreme Court also on the agenda? Or was it assumed that the GOP Congress (which is the ONLY entity that has standing to appeal to the Court and which is not under the control of the Executive Branch,) would act befuddled and powerless to mount a challenge?
Hussein's aides obviously found brazen means of circumventing Congress, in a way that dispensed with the need for accommodation or compromise.
