Could you use someone else’s computer to send an email. I once heard a story of someone using a phone to hook up to a neighbor’s phone line and threatening the President. Secret Service got involved

Of course. ;-)

Outside telephone jacks these days are the same as the little, four-conductor jacks that are in your house. All one needs is a telephone with a normal, telephone plug on it and a “Y” adapter to use the neighbor’s telephone.

Sending email from someone else’s computer is a little bit more involved but, yes, it can be done and is done all of the time.
