There’s more to this story. And some of it is between the lines.

The story reads that the called the SPCA right off and LATER confronted the owner. That was stupid. After calling the SPCA she should have kept her mouth shut and become invisible. She was probably angry and wanted to read the owner the riot act. Understandable, but foolish.

No one is stupid enough to think it’s safe to leave a dog in a hot car like that. It’s just plain criminal, they just don’t care. Confronting that man was pointless.

Judging by some of the comments on this thread, I’d have to disagree with that...sadly.
